Food is needed for building Barracks, producing unarmored units such as infantry and militia and feeding existing troops and population.Production is reduced by lowered morale.Non-core provinces produce only 25% of full production.Resources can also sometimes be found in supply drops instead of blueprints. Conquering a nation's capital give you 50% of their money. When you conquer a province from another nation, you will gain a small amount of money (a larger amount for capturing cities), as well as a moderate amount of the resource the province produces (if any). Resource shortages lead to morale loss in provinces and reduced unit battle effectiveness (State Based Damage Efficiency). If you click on a resource tab you can see more detail. The display shows current stock and hourly surplus (+ Green) or deficit (- Red). Old Resources bar, that shows how many resources you have and how many you produce per hour. The other resources are produced only in provinces marked on the map. There are 7 resources in the game: Food, Goods, Manpower, Metal, Oil, Rare Materials and Money, Every province produces both Manpower and Money. Managing resources is a critical part of playing Call of War because economic strength will ultimately determine military strength on the battlefield. Economic resources are needed for building Structures, producing Units, researching new technologies and fielding Spies.
